Incentive program

Croatia offers a rebate of 25% on eligible local expenditures for both international and domestic film and television productions. An additional 5% rebate is available for projects that film in regions identified as underdeveloped.  

The incentive applies to the following types of productions:

• Feature films
• Television films and series
• Animated films
• Television films and series

To be eligible, productions must meet the following minimum spending thresholds in Croatia: 

• €250,000 for feature films
• €150,000 for television films
• €100,000 per television episode
• €60,000 for documentaries, animated films, single episodes of documentary series, animated series totaling at least 24 minutes, or projects focusing solely on post-production

Eligible expenses include payments to Croatian tax residents (both cast and crew) for work performed in Croatia, as well as goods and services procured within the country.

Projects must undergo a cultural test assessing:

• Cultural content
• Creative collaboration
• Use of Croatian production facilities and locations

This test ensures alignment with Croatian cultural and production standards.

Productions receiving rebates exceeding €500,000 are required to: 

• Hire at least one Croatian trainee in each main production department

For rebates over €1,000,000, productions must also:

• Employ a minimum of three Croatian co-heads of departments
• Ensure that at least 50% of the crew are Croatian tax residents.

The rebate is disbursed within 90 days of completion of production, following the submission of audited accounts and verification that all program requirements have been met.

Slovenia offers a rebate of 25% on eligible local expenditures for both international and domestic film and television productions. 

The incentive applies to the following types of productions:

• Feature films
• Documentaries
• Animated films
• Television films and series

There is no minimum spend threshold in Slovenia for eligibility.  
Eligible expenses include payments to Slovenian tax residents (both cast and crew) for work performed in Slovenia, as well as goods and services procured within the country.

Projects must undergo a cultural test assessing:

• Cultural content
• Creative collaboration
• Use of Slovenian production facilities and locations

This test ensures alignment with Slovenian cultural and production standards.

Projects applying for €1,000,000 or more in incentive must engage at least one Slovenian crew member in one of the following departments: Production, Camera, Sound, Costume, Hair & Make-up, VFX, Post-production, or Cast/Supporting Cast.

The rebate is disbursed within 90 days of completion of production, following the submission of audited accounts and verification that all program requirements have been met.
